- Geoff Mulgan, director of the Young Foundation: Takes an outsiders view of what is holding the public sector back.
- Questions to the panel: On the limits to capability review scoring, whether leaders were engaged with the reviews, on preparing the public for innovative risk, evaluating innovations, motivating staff, and the issues around new technology.
